2006 CLASSIC CHALLENGE REGULATIONS
1 The event
The 2006 Classic Challenge is a Touring Road Rally organized by Automotive Events Management (AEM) under the regulations of the Australian Auto Sport Alliance, these and any further regulations issued and will take place in the Perth metropolitan area on May 6 & 7, 2006. 2. The organizers and officials
Key officials are: Rally Director – Paul Blank, Clerk of Course – Paul Blank, Secretary – Tim Fowler, Timing – Martin McCoy, Chief Scrutineer – Colin Bonney, Chief Steward – George Noble
All officials and members of the WA Police Force are to be considered Judges of Fact for purposes of assessment during the event.

Licenses Competitors must hold either a AASA Club License or Equivalent standard competition license as a minimum. At least one participant must hold a current civil drivers’ license. Only holders of a civil drivers’ license may drive on the transport stages on public roads.
Apparel A good quality helmet complying with Australian Standards and the requirements of Automotive Events Management must be worn by all occupants of the car during all competition driving stages. Full-face type helmets must be worn in open cars which are not fitted with roll-over protection.
Long sleeve and long leg clothing (neck to wrist to ankle coverage) in a non-flammable material, such as wool or cotton, must be worn by all occupants of the car during all competition driving stages. There is not a requirement for flame-proof race suits.
Briefing A compulsory drivers Briefing will be held at 9am at the location of the first competition driving venue, on Saturday, May 6th. Details will be advised to competitors. Any crew member not attending will receive a 100 point penalty. Sign-on will be strictly from 8.45am to 9am.
4. Vehicle requirements
Vehicles entered in the event must comply with the following - the vehicle:
a. Must be roadworthy
b. Must be fitted with road legal tyres
c. Must be fitted with 2kg fire extinguisher. This may be one unit, which must be accessible from inside the car; or two 1kg units, one of which must be accessible from inside the car (the other may be in the boot).
d. Must have a comprehensive first aid kit (suggest St Johns Ambulance Motor Major Trauma #1231)
Note: Blue triangles, catch tanks, additional bonnet catches, roll-over protection, etc are not required.

5. Scrutineering & Registration
All vehicles must be presented at Scrutineering on Friday, May 5th between 6pm and 9pm at a venue to be advised.
Helmets, competition Licenses and Civil Drivers Licenses will also be checked at Registration once cars have passed Scrutineering checks. Scrutineering for country entries only will take place before the start – by appointment only.
6. Entries
Entries must be sent to the address above and full payment made in the time stipulated on the Entry Forms. All details requested must be completed on the Entry Forms. AEM is not bound to accept any entries. If an entry is not accepted, the payments will be refunded. Cost of entry is $365 per person. An additional fee of $120 is applicable for a second driver nominated for a vehicle (see below).
A vehicle crew may consist of a Driver and Co-Driver/s (up to the legal seating capacity of the vehicle), each of whom may drive any stage. Additionally, the option exists for two crew members to both enter as drivers of the same car, each competing on every stage, effectively as two entries. Each shall receive independent scores.
Minimum age for a crew member is 16 years old. Parental consent is required for any crew member under 18 years old.
Withdrawal
If an entry is withdrawn before the event, refunds will be made on the following basis. Before April 21st 75% will be refunded, between April 22nd and May 1st 50% will be refunded, from May 2nd no refund will be applicable. Withdrawal must be advised in writing (email is acceptable) 7. Competition driving stages
The competition driving stages will be held at numerous locations, on sealed surfaces, none of which are open public roads. A full schedule of the stages, and details of the Transport sections linking these stages, will be provided to competitors in the Roadbooks.
8. Results & Scoring
The overall results of the event will be determined on a handicapped point scoring basis (refer A18a), this being based on the total minimum aggregate points loss scored in each scheduled sub-event. Points loss in sub-events shall equate to the competitor’s finishing position in each event. For example, Fastest Time of the Day (FTD) shall lose 1 point, 5th fastest shall lose 5 points, 10th fastest shall lose 10 points. Competitors that Do Not Finish (DNF) and/or Wrong Way during a sub event shall be allocated equal slowest time +1 point penalty in any sub-event. A competitor who has temporarily withdrawn shall be allocated equal slowest time +1 point penalty in any sub-event, in which they do not compete.
Stewards and/or Clerk of Course may waive, decrease or increase penalties at their discretion. Awards will be made in the following categories, by the Handicapping system as below:
- Up to 1965 up to 2-litres - Up to 1965 over 2-litres
- 1966-1985 up to 2-litres - 1966-1985 over 2-litres
- 1986-2006 up to 2-litres - 1986-2006 over 2-litres
- 4WD Turbo Class - If there are sufficient entries, a rear-engine Porsche Class
- Outright winner, 2nd & 3rd - Top score un-handicapped
The organizers reserve the right to amalgamate categories with insufficient entries or re-categorize cars if appropriate.
An engine capacity multiplication factor of 1.7 applies to turbocharged and supercharged vehicles. A Rotary Equivalence factor is calculated by the formula of 1.5 times the volume determined by subtracting the minimum capacity of the working chamber/s from its/their maximum capacity.
9. Handicapping system.
A handicapping system shall apply to all competition driving sub-event results, calculated as per the formula as defined. The handicapping figure for each entrant shall be calculated and available to entrants at the Driver's Briefing, and shall not be altered from that point on during or after the event. The factor may be changed at Scrutineering by the Clerk of Course, according to modifications made to a vehicle (the ModFactor). The system takes into account the age of a vehicle, its engine capacity and modification level. The formula can be seen on the event website www.classicrally.com.au The Clerk of Course reserves the right to increase or decrease a competitors points accumulation.
Provisional Results will be posted at the Presentation Night, on Sunday, May 7th. 10. Miscellaneous
1. Drugs and alcohol may not be consumed by crew members while they are competing. Any crew member apparently affected by drugs or alcohol will be stopped from participating.
2. The full registered crew must be on board the vehicle for all stages.
3. Start order: Day 1 will run in numerical order starting with Car No 1. Day 2 will run in numerical order starting with Car No 25. Where second drivers of a car are entered, they may run out of numerical order – as will be detailed in the Drivers Briefing before the start.
4. Where the nominated entrant is other than a natural person, or in any other case not a part of the crew, the first named Driver on the entry form will be held responsible for all liabilities and obligations of the entrant throughout the entire event.
5. Upon refund or part refund of entry fees or application deposit the Organizer shall be discharged of any further liability to the Entrant or Crew for any expenses or damages arising in any way from their entering the Event. 6. Damage. Entrants undertake to pay any and all costs (including insurance excesses if applicable) for damage to property incurred by them in any way associated with their participation in the event on demand from the Organizers. Entrants will be responsible for removing damaged vehicles and reimbursing any costs borne by the Organizers where they have had to remove a damaged vehicle.
7. Indemnities. Every entrant shall sign the event indemnity before taking part in the competition, the indemnity being set out on the Entry Form supplied. 8. Entrants are reminded that normal car insurance policies may not cover cars whilst in competition. Life insurance policies may also not be valid in such circumstances. Vehicle Third Party property and or comprehensive insurance is the sole responsibility of the Entrant.
9. The organizers reserve the right to abandon or amend the event or any part of the event if necessary. Weather changes may have no bearing on continuation of stages or results.
10. Protests must be made in accordance with AASA regulations.
11. Replacement vehicles may be used at the discretion of the Clerk of Course, and only after Scrutineering approval. They will gain no scores.
12. Timing will commence with verbal instructions of “Three, Two, One Go”.

FURTHER DETAILS
Scrutineering information
(a) Any motorcar, as a road registered or specially-permitted vehicle meeting Police/Transport Vehicle Safety Regulations, having a seating capacity of at least two is eligible. It is the responsibility of the Entrant to ensure the vehicle complies with roadworthiness and eligibility requirements.
(b) Vehicles will be required to comply with a maximum exhaust noise emission of 95dbA. Vehicles with broken exhaust systems may be excluded from the event until acceptable repairs are effected.
(c) Tyres must have a legal amount of tread and of correct minimum load rating. Slicks or off-road tyres will not be accepted. Only road legal tyres will be acceptable as the event has components on public roads. Tyres marked “Not for Road Use” or similar are not acceptable. Tyres will be marked by the Scrutineers and may only be replaced if damaged. Replacement tyres must be checked and approved by Scrutineers.
(d) Concessionally licensed vehicles must display correct plates and current sticker.
(e) Cars must be fitted with:
i). Seat belts to AS E35 or of a type specifically approved by the Chief Scrutineer. Vehicles which are not required by law to have seat
belts may be exempted by the Chief Scrutineer. If an open car is fitted with a rollbar, it must also be fitted with seat belts.
ii). A fire extinguisher, minimum capacity of 2kg, securely fitted, which complies with AS 1846 or AS 1848 (the fitment of an approved
on-board system is also acceptable). Two units with a minimum total capacity of 2kg are acceptable, in which case, one must be
mounted in the cabin within reach of at least one crew member, a second unit may be mounted in the luggage compartment.
NOTE: Extinguishers must be recently checked in accordance with AS1851 and wear the appropriate tag verifying the check. A 6-monthly inspection and
3-yearly service, and 6 yearly hydrostatic test are required by the Australian Standards. Most fire extinguisher companies offer these services.
(f) Fuel must be "Commercial fuel". Nitrous Oxide is not acceptable. Carrying fuel containers during the event is forbidden.
(g) Helmets must be in very good condition and carry any of the following markings:
AS1698 (Australia), Snell SA90, M90, SA95, SA2000 (USA), FSI Spec 31.1, 31.2 (USA), DS 2124.1 (Denmark), SFS 3563 (Finland),
ONS/OMK (Germany), NF S 72 305 (France), E22 - with 02, 03 or 04 amendments (European standard), BS6658-85 Type A and
A/FR (UK). Helmets are required to be used during all driving tests. Helmets may not be modified in any way.
(h) Any in-car cameras must be securely and safely fitted and presented in place for Scrutineering for approval.
Scrutineering Re-checks
Where a competing vehicle has been involved in an accident or has had an incident of any nature which may in any way impair or compromise the safety of that vehicle (including excessive tyre wear), it is the responsibility of the crew to report to the next Stage Commander or the Clerk of Course so that an approved Rally Official can inspect and approve the car prior to it continuing. Failure to do may result in exclusion.
Handicapping formula
Where:
Age = AgeBase (Current Year) – Year Of Manufacture
AgeBase = 2006 (Current Year) Year Of Manufacture = The year according to registration papers (unless over-ruled by Clerk of course)
CapacityEffective = Engine capacity in cubic centimetres (cc)
ModFactor = The Modification Factor applied to the vehicle as determined from details supplied
on the Entry Form and by inspection at Scrutineering.
The ModFactors will range between;
1.0 for a standard car or very slightly modified vehicle and
1.25 for a heavily modified vehicle.
Where the ModFactor results in a handicap of greater than 1.00, the handicap will
be set at a maximum of 1.00.Sub-events within the rally shall be handicapped in the following way;
Where: ActualTime = The actual time result from the event
HandicapApplied = The Handicap of the vehicle as determined in the above formula
StageType = The Stage Type factor that adjusts the relationship of the Handicaps based on
the type of Stage. The value is assigned as listed: 1 for a Hillclimb or Drag 2 for a Sprint or Auto-test 3 for a Motorkhana or Autokhana
